Elizabeth Allen Bailey

Principal, The Bailey Group LLC

Liz Bailey currently is Managing Principal of The Bailey Group LLC, a Washington DC-based consulting firm focused primarily on economic and community development that includes member-owned cooperative business enterprises.

Prior to establishing The Bailey Group, for more than a decade Ms. Bailey held leadership positions in the U.S. cooperative community. Ms. Bailey led the National Cooperative Business Association CLUSA International, including a year as Interim CEO, and VP for Public Policy & Cooperative Development. She also served almost eight years as Executive Director of the Cooperative Development Foundation (CDF), NCBA CLUSA’s non-profit affiliate. She currently serves on the board of the Cooperatives Build a Better World Foundation, a 501(c)(3) that was established in 2014 to raise public awareness of the cooperative brand.

Before joining CDF, Ms. Bailey’s public policy career included both federal and state service. Federal service (public affairs and human resource development) as a senior political appointee at the Department of Defense in the Administration of William Jefferson Clinton. State service included staff and senior management positions in the administrations of four Wisconsin governors.

Ms. Bailey also worked extensively in the private sector, including both internal corporate management positions as well as independent consulting. The focus of the corporate work while at Alliant Energy was on strategic communications and succession planning/human resource development. As an independent consultant, she developed marketing, communications and public policy strategies for clients, including the building and management of coalitions around client issues.

Ms. Bailey is a graduate of the University of Wisconsin – Madison, with a Bachelor Degree in Journalism, and a graduate of the University of Texas’ Lyndon B. Johnson School of Public Affairs, with a Master in Public Affairs. She is a native of Chippewa Falls, Wisconsin.
